A new apartment building is under construction at Echelon City Center, a master-planned development, in the Carillon business park of St. Pete.

Earlier this year, St. Pete Rising reported on a 17-story apartment building planned for a 1.88-acre site, dubbed “Site9,” at 221 Main Street North.

After completing site preparations earlier this year, a tower crane has been erected on site and vertical construction is ready to begin. At 176 feet, the building will be one the tallest in St. Petersburg outside of downtown.

Plans for the building call for 176 luxury apartments, 16,350 square feet of ground floor retail space, and the construction of a 0.4-acre park.

The building will also feature 325 parking spaces, including 12 electric vehicle charging stations, on floors two through six. Floors 7 through 15 will feature one- and two-bedroom apartments while floors 16 and 17 will have eight large townhome units.

Site9 will be located adjacent to two recently completed multifamily developments – Waterview and Axio at Carillon. Waterview is a 15-story development, also developed by Echelon, at 100 Main Street that features 226 units while Axio at Carillon is a five-story building with 298 units.

Both buildings opened in 2021 and sold after completion for $100 million and $90.9 million, respectively.

The project is also located near a highly-anticipated Topgolf facility which is under construction at 220 Carillon Parkway.

Site9 was designed by ARC3 Architecture. KAST Construction is serving as the general contractor for the project. 

While a construction timeline has not been announced, completion will likely wrap up in 2024.

A neighborhood of 92 townhomes broke ground recently at the corner of 4th Street North and 87th Avenue in north St. Petersburg.

Terraces at 87th, which was announced on St. Pete Rising in June, will be built in four phases with the first phase scheduled to be delivered to buyers in 2023.

Also, as of today, sales have officially launched for the new community. Pre-construction pricing starts in the $800,000s.

With Terraces at 87th, Belleair Development Group has designed “the first sustainable luxury community in Tampa Bay”, as each home is primed for energy-efficient solar panels, gas stovetops, and pre-wired for electric vehicle chargers.

Each three-story residence will have 2,207 interior square feet and 492 square feet of outdoor living space with four bedrooms (or three bedrooms + den), three bathrooms, a four-car garage, and a rooftop terrace accessed by an exterior spiral staircase. Future residents will also have the option to add an outdoor kitchen and jacuzzi to the rooftop.

In addition to providing a four-car garage for each residence, residents will also be able to park two cars under a cantilevered second-floor balcony and two cars in the driveway.

“We decided to include a four-car garage because it really doesn’t exist anywhere else,” said Carlos Yepes, Owner of Belleair Development Group. “If residents only have two cars, they can use the extra space for a workout area or storage.” 

Another unique aspect of the project will be the inclusion of four-bedroom units, which are rarely included in new multi-family developments in St. Pete.

Resident amenities will include a resort-style swimming pool surrounded by a sundeck with spacious cabanas, fire pits, grilling areas, and a fenced-in outdoor dog park for off-leash play.

Belleair has selected Douglas Elliman Development Marketing as the exclusive sales and marketing team for the development. Terraces at 87th represents Douglas Elliman’s first luxury development in the Tampa Bay market.

Other members of the development team include Jovanovic & Lyons as the project’s architect, Native Engineering as the civil engineer, Peregrine Construction Group as the general contractor, Interiors + Surfaces for interior design, Clear ph Design for branding and marketing, and Advanced Engineering Consultants for structural, mechanical, electrical, plumbing and fire protection.

“The Terraces at 87th will truly be a defining community in Tampa Bay,” said Yepes. “The Douglas Elliman team and I are excited to welcome future residents as we have been taking the time to design and develop the sustainable luxury homes.”

In May 2021, the site plan for the project, including floor area ratio (FAR) bonuses, was administratively approved by the City’s Development Review Services Division. The developer is now seeking final approval by the Community Redevelopment Agency (CRA).

Houston-based The Dinerstein Companies is under contract to purchase the site, which is currently owned by Silver Sands GND, LLC, an entity managed by St. Petersburg resident Dr. Anthony Aboud. Terms of the sale were not disclosed.

The revised proposal shows a 14-story building to be constructed on a 0.83-acre site at corner of Central Avenue and Dr. Martin Luther King Jr. Street. The property is currently home to a building that houses Anytime Fitness, among other local businesses.

The proposed development would include 205 residential units, 9,961 square feet of retail space, and a 205-space parking garage. Retail space will front Central Avenue and Dr. MLK Jr. Street while a residential lobby will be located on the southeast corner of the site along 1st Avenue South. The total height of the building will be 150 feet.

THE PROPOSED DEVELOPMENT WILL BE LOCATED AT 900 CENTRAL AVENUE.

The unit mix will consist of 34 studios, 116 one-bedroom units, and 55 two-bedroom units ranging in size from 512 to 1,139 square feet.

Residential units will be located on floors 2 through 14 with resident amenity areas on the 6th floor, including a lounge, outdoor deck, and co-working space. Indoor and outdoor fitness areas will also be located on the 6th floor.

Additionally, the roof will include a 6,000 square foot pool deck with an 1,800 square foot pool.

The site of the new development is currently home to the EDGE District’s oldest remaining building, which is credited with being pivotal in downtown St Pete’s westward development. Despite the building’s age and significance, it is not listed on the local or national historic registers.

However, thanks to efforts from Preserve the Burg and the EDGE District Business Association, the developer has agreed to preserve the façade of the building, which will be incorporated into the new development.

THE DEVELOPMENT WILL INCORPORATE THE EXISTING BUILDING AT 900 CENTRAL AVENUE INTO THE DESIGN OF THE NEW BUILDING – PRESERVING THE CHARACTER OF THE NEIGHBORHOOD.

The property is zoned Downtown Center-1 (DC-1) which allows for a base Floor Area Ratio (FAR) of 3.0 and a maximum FAR of 7.0. The project has been approved for a total FAR of 5.0 and will be incorporating 21 income-restricted workforce housing units to achieve the additional 2.0 FAR.

Including on-site workforce housing is not common for new real estate development in downtown St. Pete. Typically, in order to obtain a workforce housing density bonus, developers opt to pay into the city’s Housing Capital Improvements Projects (HCIP) trust fund in lieu of providing workforce housing units.

The current proposal for 900 Central Avenue is a pleasant exception to recent development trends.

Total construction value is estimated at $58.1 million. A timeline for construction was not announced and it is not yet known what will happen to the existing retail tenants.

The project will be seeking Community Redevelopment Agency (CRA) approval at an upcoming City Council meeting.

A 16-story apartment building has been proposed for a vacant lot at 747 4th Avenue North in downtown St. Pete. The building is planned for a 14,177 square foot lot that abuts I-375 and previously had proposals for a seven-floor condominium building and a less dense townhome project.

The plans were filed on behalf of Commercial Street Partners, a full-service real estate development firm based in Rochester, New York.

THE PROPOSED BUILDING WILL REACH A HEIGHT OF 172 FEET.

According to site plan review documents filed with the city, the proposed building will feature 135 apartments and 70 parking spaces. Under parking code changes passed in late 2019, vehicular parking is not required for residential units in downtown St. Pete if the units are 750 square feet or smaller. As a result, the parking ratio for the building is just over 0.5 spaces per unit, indicating that roughly half of the units are under 750 square feet in size.

In addition to vehicular parking, the building will feature 145 bicycle parking spaces. The 16th floor will have amenities.

The apartments will be micro-unit apartments for short term stays with a potential relationship with St. Anthony’s Hospital for use by traveling nurses and other healthcare professionals.

THE PROPOSED BUILDING WILL BE LOCATED AT 747 4TH AVENUE NORTH IN DOWNTOWN ST. PETERSBURG, FL

The property is zoned Downtown Center-2 (DC-2) which allows for a base Floor Area Ratio (FAR) of 3.0. The project is seeking a total FAR of 7.0 and will need to utilize additional bonuses of 4.0 FAR to be approved.

THE BUILDING IS PLANNED FOR A 14,177 SQUARE FOOT LOT THAT ABUTS I-375.

The proposed bonuses were not identified but standard bonuses sought by developers include contributing to the city’s Housing Capital Improvements Projects (HCIP) trust fund to aid in the city’s workforce housing efforts, purchasing transfer of development rights (TDRs) from a locally designated landmark or landmark site with available TDRs, and contributing to the city’s infrastructure fund.

DC-2 zoning allows for a base height of 125 feet and a maximum of 200 feet upon approval of the Development Review Commission (DRC). The proposed building will reach a height of 180 feet.

Architectonics Studio designed the building. Their previous work includes designing The Julia at 100 4th Avenue North in downtown St. Pete and Marina Walk at 3680 46th Ave South in the Skyway Marina District 

Total construction value is estimated at $36 million. A timeline for construction was not provided.

The project will be heard before the Development Review Commission on September 7th.
